I assume you have the full Tech 2 capabilities with TIS2000 and all to get security access?
What I do when a car comes in on a tow truck is to loosen the gaiter around steering column and peel off the connector to CIM.
Hook up and program the new CIM hanging from the harness and that will start the car and I can drive it in to the shop.
After that I remove the air bag and steering wheel and mount all parts and then run another Add of the CIM to set turn signal, cruise and steering angle sensor inputs.
You do not want to try to remove the SCL while in locked position since it is a lot of work and you will have to destroy it.
