Yeah, that sure looks like a valve problem.
It is not the end of the world if you have a Saab shop nearby having them lift off the head and throw new valves in it. Valve seats are almost always pristine and only a quick hand lap of valves are needed to freshen up the seat.
Saab/Orio/GM superseded the valve to an E85 gasoline valve so maybe that one have harder surface than the old ones. There is no doubt that someone made a boobo in that valve hardening process or choice of material but it is what it is.
