So being a 9-3ss you will need candi to communicate with the car. It is just an extention to the cord that connect the Tech 2 to the car. The PCMC..... card installs in the Tech 2. In this case it will be SAAB English.
Tis 2000 is a program that will need installed on a PC. Hopefully the TIS2000 USBKEY contains the hack so that the Tech 2 will be able to talk to the PC. Saab had a hardware key that at one time went inline between the computer and Tech 2. Later it was a USB thumb drive.
The Tech 2 connects and communicates to the computer using a RS232 cable. The kit should come with an adapter that connect the RS232 cable to a Comm port on the computer. (Remember archaic set up) You can get a USB to RS232 adapter and use it if you don't have a Comm port. And yes it was set up to run on XP. I have too old XP computers that I use.
