Kevin, if you can find a picture of the torque and horsepower graphs for a 99-02 9-3, you will notice that the torque curve and horsepower curve cross at 3,000 rpm. My US market base 2000 9-3 will start pulling nicely from about 2,000 rpm, but like you said, it will really run above 3000. I have a little over 99,000 miles on my car, which I purchased new, and it has always been that way. That is one reason our Saabs are not the greatest at the stop light (unless you rev it), but are phenomenal at passing, climbing hills, top end. One of my other cars is an Acura RSX Type S. Torque at low rpm is nonexistent for the most part. It's fast but only above 5000 rpm. Despite all that, my four door 9-3 will leave it behind on an open road. The challenge for you is determining if your Saab is slower because you adjusted to the car's capabilities, or do you need to clean or adjust the engine (Techron, new spark plugs, etc.).
