The timing belt (V6) or timing chain (4-cylinder) drives the cams, which drive the valves. Since the valves need to be synchronized with the pistons, timing is critical, hence 'timing'. The V6 belt has a change interval; the chain (4-cylinder) has no replacement interval - they can last the life of a well-maintained car.
The Serpentine belt is visible when the hood is open. It drives all the accessories - alternator, water pump, power steering pump, A/C compressor. Since it snakes all over the front of the engine, it's called a serpentine belt. Belts last around 60K, but I like replacing them at 30K - my personal take, but then, I do the work myself, and that's cheaper.
There are two pulleys - there is the tensioner pulley, which is part of the assembly that automatically tensions the belt the proper amount. The idler pulley is one that doesn't connect to a pump or alternator, and is there just to allow the belt to reach all of the accessories while keeping the proper amount of belt 'wrap' around the pulleys.
I assume that they replaced only one pulley because they felt that the tensioner pulley was OK. Why they charged you for it, and didn't cover it under the CPO is a good question. Why they said it was OK but replaced it anyway is a good question. Given the choice of malice or mere incompetence, I'll go with the 'honest mistake', where the technician and service writer didn't communicate well.
I'd go back and ask why the pulley wasn't covered under the CPO. As to replacing the pulley, that's a good thing. At 60K, they're still usually doing OK; it's just that you don't want to wait until the next scheduled serp. belt replacement (120K) to inspect the pulleys. My guess is that they spun the tensioner pulley and it felt OK. The warranty doesn't cover replacing parts that aren't failed (yet).
