I'm not familiar with the EBC pads so I can't comment on that.
However, for the caliper bolts and rotor locking bolt, just torque them down to the reading specified for them. Hopefully you have a torque wrench. Before I got one, however, I pretty much just torqued them down "nice and tight" and haven't lost one yet.
The only place I'd use loctite is the caliper pins (if your caliper has them).
