The parking brake on the 9-5 is not self adjusting, so it has to be adjusted every so often. I have a manual trans car and use the p-brake all the time, and the lever seems to get loose over a period of a year or so.
To adjust, set the parking brake handle at the first click. Then loosen the wheel lugs on the rear wheels, jack up the rear of the car, remove the road wheels, rotate the rotor until the viewing hole shows the adjuster, and count the number of threads on the adjuster. If the thread count is greater than 10, then the adjustment is at its maximum, and you have to replace the parking brake pads.
Otherwise, turn the adjuster with a screwdriver until the rotor no longer turns, then back it off one click. Be sure the rotor now turns freely.
