Sorry, I assumed the bushing are in the arms. If they are in the hub then yes, you have to bring the hub. It is not guaranteed that any Saab dealership will do just the bushing work, or will charge only 1/2 hour for it - but they can do it and that is the amount of time it takes. You may need to do some negotiating. I had no problems with Pep Boys to press in a bearing for me for $5 at one time.
The procedure to remove the hub is fairly straightworward. I recommend to get Saab WIS (search the board for WIS for download, or saabtechinfo.com for $10/day use) to find all the torque settings.
The bushing removal tool can be purchased at saab.spx.com (check by part number under chassis). I do not know the price, you'll have to call them.
The procedure to check for loose bushings is correct - if it moves then it is definetely loose. If it does not, then it still may be loose.
