The Truth about ECU exchanges (and heat?)

I am wondering about ECU tuning in warm climates. I have been looking at doing an upgrade on my 1999 Saab 9-5 SE 2.3l (five speed). Most people say a stage 3 is a very good upgrade (whether it be through SQR, Maptun, or Nordic). Today I was talking to my mechanic about all the proposed upgrades and he agreed that working with the exhaust was the right way to go. However, he said that a chip wouldn't do me any good. He says they program the chips to run the engine hard and hot. This works well in Sweden, but isn't so good in Houston, Texas. He says that the heat of the engine performing in the hot (mostly 90+ degrees) temperature cancels out and marginalizes any power gain. Is this true? I find this hard to believe, but he is a trusted friend of mine.
What can you guys tell me? Is a chip pointless in my situation? Will I get any gains, if not the promised ones? What should I do?
Anyone here running a chip in a similar climate? (90+ degrees 8 months out of the year)
Thanks a bunch,
Patrick
