Find a place that has the GSP9700 balancer. It's a road force balancer. It measures tire and rim runout, and can tell if you have a bad tire or bad rim. I just went through a similar ordeal with my Passat. It took 5 tries, and 3 different places and three attempts with the GSP9700, but they finally got it. The 4th time at a new place they actually determined I had one bad tire. It still vibrated a little bit after replacing the tire. Then I went back and they finally fixed it. Tire techs are the bottom of the barrel I have found and even with the right equipment, many don't know how to use it right. Don't give up. Let them drive your car and tell them what is going on.
