fuel gauge

I took my '99 9-5 sedan in two days ago to have it serviced by the dealer. The fuel gauge shows empty with the pump warning light on when first started in the morning and is very erratic, slowly climbing as the day goes on!
Dealer says it checked out fine for fault codes, wires at trunk and wires at pillar. Today it has the same old symptoms. Any ideas? Could I suggest a fix to the dealer?
My loaner was a 2001 Aero sedan. Nice power, marvelous handling, but on our bad roads it's a lot more comfortable ride in my sedan.
Thanks for any suggestions on the fuel gauge fix.
