Balance Shafts Stuck

I'm stripping the short block and everything went as planned except for the balance shafts. All the timing/balance stuff is off, the small bolt holding each balance shaft is out and the balance shafts turn freely. However, I can't get the balance shafts out. I've degreased them completely and carefully scraped away the sludge/gunk. The bearing covers (the part that holds them to the block, if that's the term) will not budge. What can I safely do that won't damage them? I was thinking about getting a putty knife in between the block and the cover but don't want to mar that surface.
To those of you that have been following this project, the front cover was scored, as was the relief piston, so that was likely part of the oil pressure problem. The cylinder walls look ok visually but I'm going to have them measured as soon as I get the balance shafts out and get the block to the machine shop (they're going to clean it too and I want the shafts out for the cleaning).
