The pots that you see is carbon traces with brass fingers sliding over and reading the position of the throttle plate.
The carbon traces are not good of a quality and therefore create glitches ones in awhile when the TB gets old.
The way it works is that these electronic throttle bodies are more of a wear and tear item just like water pumps and brakes and when they are getting older and start g;itch it is best to replace them.
Supposedly, the newer ones are of better quality.
Volvo have had huge problems with theirs between 99 and 2001 and it is talks about some kind of recall but nothing solid for now.
After you have reset the fault code you MUST reset the limp home mode of throttle linkage. Since you have the spare one there I assume you have figured out how to move the spring and turn the black dial so that the electric solenoid clicks into position?
Otherwise here is a picture.
