used 99 9-5: does body rust mean wreck?

looked at a 99 wagon for sale today, and noticed a couple odd things, wondering if it's been wrecked, or if anyone here could comment on it.
Carfax for its vin is clean- no bodywork listed. car drove and felt great. most of the body had normal scratches from use.
Behind the rear driver side door, covered when the door is closed, and partly concealed by the door gasket, is a small collection of rust bubbles, about an inch or two long.
Also, at the driver door, the interior vinyl covering over the door panel is pulling away from under the gasket at the window (like maybe it wasn't put back in properly?)
And, at the lower grille between the headlights, the plastic tab holding the grille is silver like the bumper cover (sort of like a single tooth hanging in its smile)--the tab on my 00 sedan is black, unpainted even tho it's part of the cover. made me think maybe it had been repainted, tho maybe it is missing a cover nut.
Any thoughts? Anyone else have these issues?
Is carfax that reliable?
