The volume change can be quite subtle.
My wife noticed that the car did this well before I did.
I've noticed that at particular road speed changes (e.g. 30-45mph) the change is more noticeable.
You may want to reset the MPG calculation and drive for a few miles under varied conditions before you accept the DTE display as being close to accurate.
It does seem to vary based upon average fuel economy, and is not fixed at 28mpg afaik.
