Adjustable Beams

Hi!
I have a -99 Wagon and i enjoy every bit of it but i do have a little problem though.
The switch for adjustable headbeams seems to be a little bit misbehaving i think. If the switch is in position 0 the headbeams are very low and if i switch to 1 they go up, on two they go down to the middle of 1 and 3, and on three they are very low. Shouldnt the beams be in the highest position if the switch is in position 0? Now there are no differens between 3 and 0.
However if i push the switch firmly to the left,(When im in position 0) the beams go up high. Is there a problem with the switch or am i missing something about how it should be?
Grateful for some helpful answer.
