It looks to me like, as far as NHTSA wording goes the case is closed for them after GM stepped up to the plate and gave them info about that yes, they did infact have a problem with certain cars (103198 vehicles between 2000-2002) and that they have worked out the problems and will look into complaints from customers on a case by case study.
So, does that mean Saab haven't produced more than 103198 cars counting both the 9-3 and the 9-5 model between 2000 and 2002?
It's probably never going to reach full mandatory recall status as many were hoping for. It's just too few complaints and GM have rectified the problem as far as NHTSA sees it.
Another theory is that maybe SEM (the manufacturer of the IDM) have bought the IGBT from many different suppliers and it is only one supplier that have a faulty one and that SEM and Saab knows how many and which IDM that received those faulty IGBTs?
That could be one explanation to why we see such a big spread in mileage of the failed ones since many IDMs died a natural death at maybe around 100K miles and others died earlier because of the less than perfect IGBT installed.
