See my posts (click on my name to get there) on this from last winter on my MY 99 9-5SW wipers - when we checked the circuit diagram in the Haynes manual, and worked through the logic, the only way this can happen is if the park return sensor does not work.
When you return the swith to off, the wipers still have to come back to the parked position. The switch allows power to pass to the motor to get them back there.
Other people changed the wiper motor completely, but get this, my original problem occurred after a wild snowstorm which may have gotten to the contacts inside the motor: eventually the problem "self-corrected"!
A used motor was in the plans, but it hasn`t happened again, and since it was mostly annoying, rather than a safety bother, I suppose I will fix it when I win the lottery, or it happens again.
