I've had 30+ new Saab's since 1967. I now have a 2000 9-5 Aero which I've put 256K miles on.
If you are buying a used SAAB you must be sure that the oil has been changed regularly. When the oil has been changed every 5K miles sludge does not occur. However, I was corrected once for saying that by a gentlement who pointed out that he had seen sludge on an engine which had had 5K mile oil changes AND....was driven 1/2 mile to work every day for weeks on end. So....there are exceptions.
Higher mileage cars like the 99 you referenced which appears to have been driven 20K miles per year offer some built in protection with regards to sludge in that 400 miles/week sugests that the car was used regulary for longer trips that got the engine nice and warm.....IF IF IF the oil was changed regularly.
Regarding the ignition cassett......... my first went at 105K miles.....no other replacements since then.
Regarding the exhaust system........the catalytic converter went at 160K miles.
The original waterpump went at 80K miles.....no other replacements since then.
The original cabin ventilation fan assembly went at 255K miles.
My first 2 sets of front rotors and pads occurred at 100K mile intervals. It looks like I'll only get 60K miles on the third set. I've only done the rears once at 200K miles.
By all measures I'm aware of the 9-5 is a very reliable, and has low maintenance requirements.
One final note......this BB is used primarily by people experiencing problems....the other 98% enjoying good reliability tend to be rather quiet.
