The top idler pulley is the most failure prone, easiest to change, and should be replaced at 60,000 mile intervals. The tensioner pulley is second easiest to change and doesn't fail as often. Based on your quoted costs I am assuming the Dealer/Mechanic is talking about these two. The third pulley is the lower idler pulley which is very tough to change but which can be by-passed by using a short serpentine belt. Some people have had troubles with the short belt option; squealing, vibration, noise, etc.
With nearly 125,000 miles you should address all three pulleys. Replace the top idler and tensioner pulleys, and either replace the lower idler too or use the short belt option.
