Unless a '99 is different than a '00 you do not need the remote to start the car. My car came with nothing but a single, buttonless, key when I bought it. I drove it home to Maine from Oklahoma City that way. Ran fine. I bought one "turd" remote off eBay for $10, and two new-style used keys (with buttons type) from eBay for $20 each. I then had Hyannis Saab make me two new keys. That cost ~$60 I think. Zero hassle from them, btw, just call up and give your VIN number. Then you just swap the buttons from the used keys to the new keys and have them all programmed to the car. So cost me ~$55 each all in for the two keys. One word of warning, the new style keys have a MUCH shorter actuating range than the "turd". I believe their is a different antenna that mounts in the car for them. Doesn't bother me enough to bother though.
