I assume we are talking about the 4 cyl engine?
Tightening the suspension SHOULD be included in both service alternatives and it SHOULD actually have been done already by the dealer at the 30K service.
It's rare that any bolts are loose but suddenly, the factory might send out a batch of some 10,000 cars more or less with one or another bolt loose and that's why it should be checked.
The 2002 and up 9-5 for instance have two bolts loose at the left/right rear trailing arm that holds a parking brake cable bracket.
The price is up there in both cases since it is an independant shop but he might be swamped with paying customers so he doesn't have to give any reduced costs.
It also depends a little on if he replace the serpentine belt and idler pulleys in that price or not.
The 60K with coolant thermostat (and all fluids) included but without the serpentine belt would get up to about $500.00 at my shop.
The serpentine belt and two idler pulleys would be another $200.00
Yes it is a good idea to have the transmission, coolant and brake fluid replaced every 30K miles.
