Throttle Body Questions

A few days ago while traveling down a highway the TCS Off light and the check engine light went on. The car had been surging for a couple of days before that and I was ready, after reading the posts,to clean up the throttle body but hadn't gotten to it. So now the lights created action on my part. Yesterday I carefully cleaned the throat and butterfly of the throttle body. I had the battery disconnected for about an hour and when I tested the car afterwards everything appeared normal. Shortly afterwards the lights came on again. The car seems to be running normally except for the idle which is 400-500 and a bit rough.
My questions:
1. How do I know if the throttle body is defective or just needs a cleaning?
2. Can a DIY mechanic repair a defective throttle body?
3. Is it necessary to extinguish the lights with an OBDII or Tech II so they stay off if the car keeps running OK?
4. Should this be the time I buy a new throttle body and install it?
