Same problem 2 weeks ago on a 2000 2.3t lpt. Blue smoke on start up, @ 28,000 kms.
My Dealer (in Canada) had to order Turbo from Sweden which took 2 weeks. They let me drive the car in the interim which I too was a little uncertain about but....
The explanation from my dealer was that the oil pressure int the turbo was higher than the seal could handle and was subsequently blowing by it. This problem is apparently well known in the dealer community (more than just a couple of turbos replaced) and there is a SAAB Service Bulletin that details the corrective action of replacing the turbo for blue smoke. I was told that the SAAB Engineers in Sweden are addressing it. The techs at my dealer believe the replacement turbos have corrected this problem, but I'm not too certain about their confidence level with that information (i.e. they did not know it for a fact). They didn't sound too confident.
I inspected the turbo after they removed it and found no external signs of failure with the turbine or compressor. The seal failure is internal and the Dealer would not let me take it apart as it was replaced under warranty.
