The first key you describe, "a smaller key without the electronic, remote control part, just a plain plastic head on it" is the key for the '99 and '00 model year cars. This key works fine in all model year 9-5's. The remote for those years is a seperate bauble.

This '99/'00 key is actually made up of 2 parts which you buy seperately and which snap together: 1) the shaft and half the plastic head (Part # 4853883 and list price $27.00 cut to your key code); and 2) the top half of the key with the transponder, Part # 5040613, list $20.00.

You can buy just the shaft part if you don't want the key to start the car, or you can buy both parts and snap them together and get them programmed to your car if you do want it to start the car, and it works fine, it just doesn't operate the remote. This is a MUCH less expensive alternative to the '01/'02 year keys with the built in remote.
