I can't say exactly how Saab has engineered their twin beam xenon lights, but I do know that Audi wants about $1400 USD for their lamp parts alone (lamp housings, bulbs and power supplies) for an A4, and this is without the high/ low beam capability of the new Saab lights.
The lamp assemblies, xenon bulbs, high voltage power supplies, self-levelling stepper motors, and associated chassis level sensors and wiring must all be present to make the car DOT legal. You can install a partial xenon system, but it won't be legal or warrantable by Saab, and it will blind oncoming drivers.
The real question here is: does your car have the wiring in place for the level sensors and power supllies? If so, then it should just be a matter of buying and installing the parts. I seriously doubt if it will be less than $1000. I would not be surprised if it was more than $2000. If the wiring is incomplete, then it would be _very_ expensive and labor intensive to install a complete system.
I feel for you, though - my wife's A4 is a delight on rainy, dim back roads. If I could have gotten xenons on my 2001 Aero Wagon, I would have paid a stiff premium for them. They are that good.
The halogen Saab lights are pretty amazing though. A set of xenon driving lights might work for you, and cost a heck of a lot less.
Please let us know what you find out about retro-fitting xenons.
