A bit too emotional, but lacking in some facts. Although I personally prefer the four in my Saab's, to say that one is a Saab engine and one is not, as well as to say that "rubberband" drive is no good and chain is, is a huge oversimplification of the question.
First of all, many of today's engines are interference engines. To get high specific output form an engine, you virtually have to be. Second, a good many of those engines are flexible drive belt designs, and as Coky points out, used in some of the most reliable engines on earth. Why single Saab out as an example. If you had owned a model year 1991 2.3 liter four cylinder Saab, chances are you might have had a premature timing chain failure. Would you then criticize timing chains?
Over all the current V-6 is running a lot closer to it's design limit as far as power output goes, and in my opinion does not have the reserves that the four has, but this does not really stop it from being a good engine for the application that it is being used for. Can you soup it up? I do not think so. Will it run properly in it's intended use and state of tune? I believe it will do fine. Personally, I do not like the noise level from this engine on hard acceleration. Others have commented that they kind of like that sound, and that the four was lacking in the noise department. I'll take quiet any day.
Both are excellent motors in the 9-5. As lomg as the V-6 you are looking at was not a former rental car,I think a model year 2001 will beat a 99 in general tightness and you will benefit from getting a number of little running changes that saab implemented along the way.
Drive them both, then decide.
Good Luck
