Balance Chain Tensioner Torque

I'm putting a balance chain tension in my 99 9-5 2.3. The WIS says the torque for the mounting bolts is 7 ft/lbs (10nm) and that this torque "is very important for the [proper]functioning" of the tensioner. Boy this seems like very little torque...and my torque wrench does not go that low. If anyone has done this part before I'd really appreciate some input as to how you torqued it and about how much force you used....Thanks!
