Another possibility to check is the one way valves that tie the three hood mounted nozzles together. They are located under the nozzles,but are hidden by the underhood insulatingfoam blanket,so to get to them,you need a thin tool to pry the fasteners away. These valves prevent backflow into the reservoir so the jets stay full of fluid, but when they fail,the pressure that the pump needs to open them goes up. Since the rubber in them would be stiffer in cold weather, this is a possible cause of the trouble. If all jets do not work till warm,then this is not likely the problem, but if just one or two are giving you trouble, check these out.
I believe that the one under the left side nozzle is accessable without removing the hood blanket, but the others require that to be done.
Good luck, but your fluid should be checked first. I think Vikingman has the most likely reason pegged. Mine work fine in -10 farenheit weather.
