I agree with you, no need to risk 3rd degree burns by taking off the cap. Odd that he would think its the temp sensor, if that were the case why does it "malfunction" (read high) only when the car is off?
I would suspect the thermostat.
if it is failing, the engine will run hotter. and since the computer filters out moderate changes in the temp you wont see it until it rises significantly ... when the engine is off the coolant is not flowing and the engine gets hot enough that it will start to register. (note that all of our engines get hotter when turned off, just not as hot as yours right now)
of course you should check that the fans are coming on as well.
