An anti-roll bar connects to the suspension of either the two front or two rear wheels and adds a bit of spring stiffness for a single wheel deflection. If both wheels deflect (a speed bump, for example) the anti-roll bar will simply pivot in its bushings and add no stiffness. If one wheel is going up and the other is going down (as when a car leans in a turn) it will add double the stiffness, thereby making the car roll less (hence the name).
A strut bar bolts to the body at the point where the struts are mounted. This will add a bit of body stiffness thereby keeping the suspension points (and alignment, etc.) under better control. You only benefit if the car's structure flexes a lot. Otherwise the only benefit is cosmetic.
The 9-5 isn't exactly a floppy chassis so I would not be sure of the benefit. A 9-3 convertible, on the other hand...
