Note: Below when I refer to over inflation or under inflation I am talking only relative to the optimal pressure (the pressure at which the contact patch is maximized). The actual effect of increasing or decreasing pressure will depend on where you start and end relative to the optimal pressure.
Over inflating tires will distort the contact patch and as a few people have pointed out reduce grip. Thus, if you over inflate the rear tires, the car should be in closer theoretical balance assuming it would have understeered under the same conditions prior to the change. Less than the optimal pressure may also reduce grip but probably not as predicably. Still any change that that reduces the effectiveness of the rear tires will reduce understeer
Regardless, assuming the tire pressures are optimal to begin with, *significantly* adjusting tire pressure just to reduce understeer strikes me as a terrible idea. What you are doing is trading grip to get balance. Better to work at learning to drive the car to mimimize understeer. If you want a physical fix then suspension setup is where attention needs to be focused.
I am no expert so perhaps I am all wrong on this one but it sure makes sense to me.
