When i purchased my car in PA this summer. The DMV in NYS actually took what I said I payed for it and asked for some sort of receipt from the seller. I did not have any extra NYS forms, and as far as I know, they did not look anything up. They just charged me the sales tax on $10,900, gotta love this state.

I did have another problem though, when I was trying to get the title changed over to NYS, they said they could not title it because the dealer that bought the car back from the original owner (3 owners prior to myself) verified the mileage by signing their name in two spots (one was notarized, and they would not take my argument that someone signing their name, then that same person signing their name as a public notary is NOT the same thing.) They told me I would have to search out this dealer, go down there, have someone else at the dealer verify the mileage (on a car they hadn't seen in 3 years), then come back. I ended up calling the State hotline and getting names at every level, finally I got someone to say there should be no problem. Went back to the local DMV office and said "so and so said there should be no problem with me titling this vehicle" "OK " was the response, I was so pissed that I had to spend my time trying to figure this out, as soon as i said one persons name at the state level they were more than glad to file the paperwork. Did take them almost 5 months to return the title though.
