"Programming" can be considered optional.... A new, out of the box, SID will give an eror message (SID Unprogrammed) each time the car is started, until it is programmed. Someone with a Tech-II needs to tell the SID which engine is in the car, and what size tires are installed. This info is needed to receive accurate DTE (distance till empty) and speedometer readings. The SID contains default values for these so even the speedo error, if your car doesn't match the default, will not be too large.
A used SID already has "programmed" values from its donor car. If you know they match your vehicle (lpt, or SE, or Aero) no Tech-II programming is necessary. If the donor car is a different model then the programming probably should be done, but can be done at a later date.
I lived with the "SID Unprogrammed" error message for about 6 months before I had an Indie shop program my new SID. I never use the DTE feature, and I never noticed any major speedo error either. When this second SID eventually failed, I shipped it off to be re-built.
