They stay on all the time if your settings are set to do so. The inboard halogens I believe only come on if your light switch is in the "off" position, or if the car is off. You have bi-xenons, which means the high beam is actually the same xenon bulb as the low beam, but they're controlled by a mechanical shutter that raises up and allows the the xenon bulb to shine higher. I believe the parking light setting (with car off) also triggers the little halogens.
That's the factory setting. If you have DRLs disabled, the setup will be different.
