The anti-squeal compound is applied to the back side of the pads. Think of it as a glue to hold the pads firmly to the cliper body to prevent any squeal caused by the pad chattering in the caliper.
Squeal can also be caused by aggresive brake pads, or a slightly larger too big piece of metal shaving in a semi-metallic pad coming into contact with the rotor. Once this bit of compound is worn away the squealing stops. Why previously quiet pads will sometimes suddenly start to squeal, continue to squeal for a week or so, then stop again for months.
