We have a 99 9-5 Wagon and love every minute of it. It is, overall, a superiorly designed car. (Wife's 92 Infiniti is a dog by comparison).
We have had *zero* recurring flaws. Dealer has been great on a couple of warranty issues, but our fears about Saab flaws have yet to be realized after 45K miles.
Since we're not speed demons, the 4 cyl 2.3 engine is just fine for us. The car has great pickup and no hesitation for my personal tastes. I recognize other people might have prefer more power, but any suggestion that the 2.3 is underpowered is a myth. In fact, at the time we bought it, I understood the 2.3 liter engine to be the "proven" platform, and the 3 liter V6 with the funky turbo to be the newer, "not-yet-proven" technology. And anyway, it saved us money.
That said, would we covet a newer model? Most likely. When we pay off of the 9-5 wagon in about a year we will no doubt trade in the wife's Infiniti for a second Saab -- probably a used one as we aren't crazy about 40K+ for a new ragtop.
I am mildly jealous of some of the new refinements that have come along. But that is inevitable in ANY car model. You would not go wrong picking up a 99 9-5 that has been faithfully cared for.
