I believe your indy is partially correct. What fails on these is a small pedistal that that is attached to the tank (that the valve plugs into). The pedistal starts to peel away from the tank, allowing a small vac leak that triggers the CEL. The suggested epoxy repair essentially 'builds' the valve into the top of the tank removing the potential for leaking. If disconnected you will see CEL's as the valve checks the vac/pressure at various times as the fuel in the tank is consumed.
The valve is affixed to the tank by a single screw, and sits in a high spot in the tank. My suggestion is to peel the thin pedistal off the tank and then plug the valve directly into the hole that remains. Then use the epoxy to build the valve into the tank (ensuring a strong and vac tight fusing). Or, you could epoxy the valve and small pedistal to the tank as well - but in my estimation that gives you another layer of failure if the pedistal continues to seperate from the tank.
