The CPO is worth about $1500 at "retail." The dealer's internal costs for certifying an eligible car are usually less than that, depending on what they have to do to meet the inspection criteria.
I've found that the CPO fee is an EXTREMELY negotiable cost, when trying to buy a 9-5. Unfortunately, the CPO program also produces cars that IMHO, don't meet the lofty standards of the Saab CPO propaganda.
Our '04 Arc wagon CPO: delivered with one inop power window and a dicey computer(!), but very clean, cosmetically. Both cheerfully replaced under warranty at our local dealer. (With that computer replacement, I think maybe the CPO was a very good deal!...)
Our '01 Aero sedan CPO: delivered with a dirty interior, several interior lamps burned out and only one key/remote. All fixed immediately at local dealer, no problem.
If it were me, I'd offer them $1K for the CPO and would be prepared to go to $1500 if it was a really great Saab.
