Cat replacement--opportunity for an upgrade? ('00 Aero)

For almost as long as I've owned my '00 Aero I've been dealing with a check engine light going on and off with a rear O2 sensor code. I've replaced this sensor 3 times at 3 different independents over the years--and the car just insists on throwing rear O2 fault codes. As the car passes smog with flying colors, I'd basically given up on ever getting rid of the light.
I was told at one point the next part to replace in the fishing expedition is the CAT. At $1500+ at the dealer, I haven't rushed to get that done. I'd done some searching lately though and it sounds like there may be a less-expensive aftermarket option--but more than that someone was suggesting a CAT replacement was an opportunity for a " 3" downpipe. "
Could someone explain what this is all about? If I can somehow get a performance upgrade after years of this annoyance I'd be all ears.
