It's more likely the tires, but if it is a wheel bearing it will surely be only one, not both. To check, get both rear wheels off the ground and spin the wheels by hand and listen carefully for differences in the sound between the two (this is assuming that there is enough slack in the brake pads to spin the wheel freely). I have found this to be an effective method in the past even if you can only spin the wheels slowly.
