That large plastic pipe carries the air from the intercooler to the engine intake manifold. If it is heavily coated with oil, then the turbo seal is blown. If in doubt, remove one end of the pipe and wipe a rag inside - if it comes out very oily, then this is definitely the problem. UNLESS you have installed an oiled air filter like the K&N. These can get the intake tract oily if they are serviced with too much filter oil.
The dealer should replace the turbo and clean out the intake tract and intercooler to remove all the oil. He should also clean the throttle body. If these partt are not cleaned, the residual oil will attract and gather all the really tiny dirt particles that get past the air filter and cause problems later.
