9-5 immobilized while driving!

Looking for some advice here. We bought a 1999 9-5 (actual build date is 1998) for our son to drive to school.
Today, while he was driving in traffic, the brakes quit, the steering quit, the gas pedal locked and the trouble lights came on yet the engine continued to run. Luckily, he didn't panic and was able to muscle the steering wheel over and get the car off the road (he's only been driving about a year).
He shut the engine off & when he re-started it, everything seemed back to normal. He tried to drive it to my business but it happened three more times.
I know this is an anti-theft issue, but I can't believe it is supposed to do this while the car is in motion.
Anybody else ever see this?
What's my best course of action? (I can do most work myself, but don't have the scanner to check computer codes.)
