The CoG sensors should not affect whether the light is on or not.
First thing to do is swap the capsules (bulbs) left and right, and see if the problem follows the capsule, or stays on the same side.
If the problem follows the capsule, it is a bad capsule. If the problem stays on the same side of the car, well, you already changed the control unit, so that is out, but you might want to check the wiring to the control unit, and any ground connections.
Also, please post the market and whether your car is left- or right-hand drive. The US and EU Xenon wiring is VERY different!
