Yes, you are correct. The cheapest way to get a new key is get the cut key from a dealer, cut to your key code or VIN, the troll ebay for a cheap key with the guts still there. I wouldn't pay more than $30 shipped for one of those, but that's just me. Then you put the ebay guts into your new key (with fresh batteries), and have your Indy or a dealer program them to the car with Tech 2.
Why can't your dealer do that? Well, they are in the business of selling you parts and service (and new cars), and not in the business of finding something off ebay that may or may not actually work, that you would be expecting them to make right if you got it home and it didn't work.
If you bring them the key, they should program it to the car. For a fee, of course. Master Saab Mechanics don't come cheap.
Yes, the Tech 2 can marry an banana remote as well. HOWEVER, there are some things to keep in mind:
1) whenever programming keys to the car, ALL KEYS MUST BE PRESENT. Any key not present will no longer be able to start the car, nor will the remote work.
2) Early keysets (small key and separate banana remote) have the transponder (needed to actually start the car) in the key. All the banana does is activate the locks and the alarm.
3) Late keysets have the key, transponder and remote built into one unit.
4) you may have up to 4 transponders and up to 4 remotes (either all-in-one or banana).
5) you may mix and match the early styles with the late.
6) Don't get just one spare, collect a whole set! I have 4 sets. Three remote keys and one transponder key with banana.
So, if you got the extra banana, you could program it to the car, but it counts as one remote.
See the photo I linked below for the original keys I got with my car, and the original SID message (to get the SID message, put in a programmed key, turn the ignition to 'On' but don't start the car, and press and hold the trunk open button on the remote until you get this readout on the SID.)
