It should work on demad regardless of temperature... Check the Heater By-Pass Valve. If your vehicle came from South Florida the previous owner may have removed the valve after it started leaking and plugged the lines to save money rather than replace the valve.
A new valve costs $45 to $70 dollars depending on source and any sales. Time to D-I-Y install is said to be as quick as 15 minutes on a V6 car, but more like and hour plus on the 4-cylinder cars (much less room to work).
