Yes, -1.9 needs attention unless you own a tire company and have time for endless tire issues.
Shim are designed to correct changes to the vehicle generally caused by an accident, lowering a car, etc. They are not intended for normal adjustment and certainly Genuine Saab shouldn't have to make double think ones to correct Saab's mess. It is not yet known if the problem will reoccur after shims are installed. Many people may not use/keep the car long enough. I suspect shims will correct the camber but no the ride height. The ride height will continue to deteriorate and then further shims will be needed. You will have reached the shim limit and at that point you will need a new subframe. Some have used shims but it has not been enough to correct the alignment back to spec. In conclusion, shims are a temporary fix much like a band-aid. They correct camber temporarily, but not ride height.
