I assume it's soft aluminum backing for vibration dampening. Glue it on if you can but that should not affect function. Also you could find a new one at local auto parts store. Note that neither my 03 Linear OEM pads or Mintex pads on the car now came with it. If you opt out that backing, lube the back of pads as well as flange ends that come in contact with the caliper with anti-seize compound, to reduce vibration/ noise.
