I had a similar situation last winter, although in my case they worked but wouldn't park. Replaced the wiper motor, not a difficult job at all. I found a used motor on car-part.com for $19. Tearing apart the old motor revealed that there are a set of contacts inside that burned up when the motor was prevented from moving. The hardest part is removing the wiper arms, some people use a gear puller or a dedicated wiper arm puller from Autozone etc. They are really on there....
