I too began hearing the sound you described right after putting in a new coolant bypass valve. In my case it turned out that I had disconnected the vacuum line from the turbo bypass valve back to the connection on the firewall in order to get better clearance for removing the coolant bypass valve, and then I forgot to reconnect at the end of the job. You might check that out. But in my case the CEL eventually came on, and you don't mention that occurring yet.
